Each year, towns across North Carolina enter an important time of reflection and preparation —strategic planning and
budget season. For the Town of Burgaw, this period is about more than spreadsheets and meetings. It is about setting
priorities, listening to the community, and ensuring that the town continues to grow while protecting the character
that makes Burgaw special.
As Burgaw continues to evolve, thoughtful planning helps ensure that we balance responsible growth, strong services,
and long-term community goals.
What Strategic Planning Means for Burgaw: Strategic planning is the process where town leaders step back from day-to
-day operations to focus on the big picture. It is a time when elected officials and staff work together to evaluate where
the town is today and where we want it to be in the coming years.
During this process, town leadership typically focuses on several key questions:
• What are the town’s top priorities for the next few years?
• How do we maintain Burgaw’s small-town charm while planning for growth?
• What investments will strengthen our infrastructure, public safety, and quality of life?
• How can the town best support local businesses, families, and visitors?
Strategic planning helps align everyone—from town staff to elected leaders—around a shared vision for the future.
Following strategic planning comes the annual budget process, which turns priorities into action.
The town’s budget is essentially a roadmap for the upcoming fiscal year. It determines how resources are allocated to
essential services such as:
• Police and public safety
• Streets and infrastructure maintenance
The goal is to ensure that the town remains financially responsible while continuing to provide the services residents
rely on every day.
Every dollar in the budget reflects a choice about what matters most for the community.
Strategic planning and budgeting help ensure that future decisions are made thoughtfully and with long -term
sustainability in mind.
• Parks and recreation
• Community services and town operations
From maintaining our historic downtown to planning
infrastructure improvements and supporting local events and
businesses, the work underway this season will shape the
town’s direction for years to come.
