Celebrating the A250 this February
Mayor Dawson’s Latest Message from the Community Connection Blog on
the Town Website
As Mayor of Burgaw, I am often reminded that leadership is
not just about guiding our town into the future — it is also
about honoring the past and the footsteps that brought us
here.
This year, our nation commemorates the 250th anniversary of
the signing of the Declaration of Independence. Known across
the country as America 250, this milestone is more than a
celebration — it is a reflection on the courage, sacrifice, and
vision that shaped our United States. And here in Burgaw and
greater Pender County, we have a story that carries
extraordinary weight in that history.
We are celebrating this now, this February, like it's Fourth of
July, because just minutes from our courthouse square stands
Moores Creek National Battlefield — the site of one of the first
decisive Patriot victories of the American Revolution in 1776.
Before independence was declared in Philadelphia, brave
North Carolinians defended the cause of liberty on this very
soil. The Battle of Moores Creek Bridge helped quiet Loyalist
forces in the South and energized the Patriot movement at a
pivotal moment in our nation’s founding.
In many ways, you could say that the first sparks of
independence burned brightly right here in our backyard.
That is why the Town of Burgaw proudly supports the America
250 celebrations. This is not simply about marking a date on a
calendar. It is about telling our story — the story of a region
that stood firm in the earliest days of freedom.
Our town understands the importance of preserving and
sharing history.
America 250 is an opportunity to reflect on what freedom
means today and how we continue to build a community
worthy of the sacrifices made 250 years ago.
Together, we can celebrate 250 years of the United States of
America.
Mayor Dawson

Local Wellhead Protection Program Plan
The Town of Burgaw, with assistance from the North Carolina Rural
Water Association, is in the process of updating a Local Wellhead
Protection Program Plan. This is a voluntary program intended to
assist us in protecting the system ’s water supply from
contamination, and to identify vulnerable areas around our wells
called the “Wellhead Protection Areas ”. Another goal of this
program is to make residents and businesses aware that chemicals
and other pollutants spilled or dumped in the vicinity of the
“Wellhead Protection Areas ” can be drawn into the wells, possibly
contaminating the system’s drinking water supply.
The Town is asking for your assistance in developing this program. A
draft copy of the Wellhead Protection Plan will be available for
review and comment on the town ’s website and at the Burgaw
Town Hall, located at 109 North Walker Street, Burgaw, NC 28425.
You are invited to review the program and submit any comments or
suggestions to the Town of Burgaw. All written public comments
will be reviewed by the Wellhead Protection Committee, and any
suggestions or comments that may be beneficial will be
incorporated into the program. Comments on the draft will be
received for 30 days.
If you have any questions or comments, please feel free to contact
Town Hall at 910-259-2151.

As Burgaw continues to grow, residents often ask: What is zoning? and What does
land use mean? These tools help guide how our community develops while
protecting the character that makes Burgaw special.
What Is Land Use?
Land use refers to how property is used, whether for homes, farms, businesses,
parks, or other purposes. Land use planning helps the Town determine where
different activities should occur to ensure compatibility, safety, and long -term
community stability.
What Is Zoning?
Zoning is how the Town implements land -use plans. It divides property into districts and sets rules for what types of
development are allowed in each area. These rules may regulate density, lot size, building height, and other standards
to ensure development is orderly and consistent with community goals
Spotlight on the RA Rural–Agricultural District
One of Burgaw’s zoning districts is the RA Rural–Agricultural District.
The purpose of the RA District is to maintain a compatible mixture of agricultural uses and single -family residential
development at a maximum density of one dwelling unit per acre. These areas are typically not served by public water
and sewer but must connect to town water and sewer if they are interested in incorporation.
The district is intended primarily for:
• Low-density residential development
• Traditional agricultural uses
Importantly, although the district is titled “Rural–Agricultural,” it does not limit land strictly to farming. The RA District
is a lower -density district that allows both agricultural and residential uses. The Town ’s Unified Development
Ordinance (UDO) lists single-family homes as a permitted use within the RA District.
Land in the RA District may also be subdivided, provided the new lots meet the minimum dimensional standards
required by the UDO.
What Does It Mean to Subdivide Property?
Subdividing property means dividing a larger parent tract into smaller lots or two or more parcels of land.
If the original tract is large enough and the proposed lots meet zoning standards, a property owner may pursue a
minor or major subdivision.
Major subdivisions in Burgaw are reviewed by the Board of Commissioners in a quasi -judicial hearing. This is a public
hearing conducted in a court -like manner, where evidence is presented, witnesses may be sworn in, and the Board
applies existing laws to the specific facts of the case before making a decision.
This process ensures that subdivision requests are reviewed fairly, consistently, and in accordance with Town
regulations.
Understanding Zoning and Land Use in Burgaw
Through thoughtful zoning and land -use planning, the Town of Burgaw
works to balance growth, property rights, and the preservation of our
rural character. Residents are encouraged to stay informed and
participate in public meetings as we plan for Burgaw’s future together.
