The Town of Burgaw is pleased to formally announce the promotion of Tiffany Byrd to the position of Finance Officer.
Tiffany has faithfully served the Town of Burgaw since December 2013, holding various positions within the Finance Office.
Most recently, she has served as both the Deputy Finance Officer and Interim Finance Officer, where she has exhibited
exceptional commitment, professionalism, and a keen ability to manage complex financial operations.
“During her tenure as Interim Finance Officer, Tiffany demonstrated outstanding leadership, adaptability, and a strong
sense of responsibility, ” said Town Manager James Gantt. “Her proactive approach, quick learning, and unwavering
dedication have played a critical role in maintaining the efficiency and integrity of the Town ’s financial practices during a
time of transition.”
As she steps into this new role, Tiffany will begin an intensive, year-long training program at the UNC School of Government
this fall. This highly regarded program is designed to equip local government finance professionals with the technical
knowledge and leadership skills needed for excellence in public financial management.
Please join us in congratulating Tiffany Byrd on this well -earned promotion and in offering your full support as she begins
this exciting new chapter in her professional journey.

A quasi-judicial hearing is a special type of meeting where a
board or committee makes a decision that is similar to what a
judge would do in court.
In simple terms:
• It’s not a regular public meeting where people just share
opinions.
• It’s more formal and rule-based — like a mini court
hearing.
• The board has to listen to evidence, follow the law, and
stay neutral.
• People who speak must have factual information or expert
knowledge (not just personal opinions).
• Decisions must be based only on the facts presented at the
hearing — not personal feelings or outside pressure.
These hearings often happen when deciding things like:
• Special use permits
• Variances
• Zoning appeals
So, think of it as the board putting on a judge’s hat to make a
fair and legal decision about someone’s property or request.
